What steps will reproduce the problem?
1. create an empty packet
2. set to burst 1 time, N times per second, 0 packets per burst
3. set 'goto' to next
I would expect that the stream would pause for N seconds without sending
anything. instead there is no pause. This DOES work when 'goto' is set to 'goto
first'. Please see the attached Ostinato config (warning, HUGE ARP test inside
to simulate an ARP sponge on the network)

running on Ubuntu 14.04
Maybe a pause function itself could be implemented as a feature?
Also a counted loop function would be nice, as in 'go to first N times' after
which it would change to 'next'.
