Improve performance of Closed Issues lookup. #33

Closed issues add up over time. Current strategy is to load all closed issues first, then find matching issues in Tracker. Github rate limiting gets upset.

Switched to look against open issues instead of closed issues for Tracker stories that should no longer be in the backlog.
