Configure CI / CD based on the configuration from the church office project (https://github.com/berlin-church/church-office, https://github.com/berlin-church/church-office/blob/master/.github/workflows/ci.yml)

Acceptance Critera

npm install, npm run lint, npm run build, npm run test are configured for pull requests and pushes to master
