custom datum in datums.dat does not work

What steps will reproduce the problem?
1.changing datum shift parameters has no effect with datums.dat file in 
application directory
2.

What is expected? What do you get instead?
Using maps with a custom datum must give another position on the map when 
different datum shift parameters. What ever I use as datum shift parameters no 
effect on position on the map

What version of the product are you using?
0.9.18b

Please provide any additional information below.
I use the datums.dat file from the download area.
I have added the line "Rijksdriehoeksmeting, 3, 593, 26, 478"
I use maps with the datum Rijksdriehoeksmeting.
Changing datumshift parameters has no effect on positions on the map

Have you deleted map index file after change? If yes, please share a test map 
with that datum.
