Observed Property is not processed properly #63

... No matter what I've tried, I get all observedProperties rather than just 
the one I specified. I have tried using both the sos:observedProperty 
xlink:href from GetObservations (e.g. 
http://mmisw.org/ont/cf/parameter/sea_water_temperature) and the swe:field name 
from DescribeSensor (e.g. temp)...

Any value is currently accepted, and it is returning everything. 

It is not checking for the name of the parameter in the request. Any parameter 
name is accepted. Should limit the parameter values baed on the spec.
