In testing Brenda's implementation of the XSLT Toolkit I noticed an
important omission from your configuration file and your GetCapabilties XSLT.

This is the Regional Association name.
The Perl Cookbooks put this in the DescribeSensor response in the
indentification/IdentifierList/ section:
E.g.
<identifier name="Regional Association Short Name">
   <Term
definition="urn:marinemetatdata.org:qualifier#regionalAssociationShortName">
        <value>GCOOS</value>
  </Term>
</identifier>

Maybe use contact and use arc role to distinguish  the type
