Create a test publisher and subscriber #2

We must have:

  1. a python publisher example to be used by Tomás on his deeplearnign python
  2. a csharp subscriber example to be used by João Bernardo in csharp.

Don't forget @bernardomig , completing this issue also includes writing the instructions on how to use both the publisher and the subscriber.

After completing this issue two new issues should be created, one for Tomás and another for João Bernardo for them to test the functionalities and integrate them.
