Reason for disagreement: If it will work for any CS undergraduates, there is absolutely no need to say that it's intended for NUS CS students. What's something that NUS CS students have that make the app is more aptly targeted to them? If there's nothing, then the specificity is not very useful. If there is indeed something, the first target user (any CS undergraduates) would be wrong as they would not be able to appreciate the specificity of the app.
