Switch to local Database #5

This is a precursor to being able to record the start and stop of each wait event for deeper analysis.

There are issues getting the reports I would like from a local database. There does not appear to be support for obtaining just the DATE portion of the datetime value, which negates being able to group by the date a wait occurred.
