Implement the packageDown and Doxygen process in a branch instead of the main area #46

Also consider implementing it so that it uses the latest release from CRAN instead of the development version (or maybe both)

implemented pkgdown and doxygen in the main branch using excludes in the github actions instead of separating to its own branch
