what is that survey in the middle of the time series and should we be including it?

MICS5, which I cleaned (stressful). Don't know what to say, it looks ok. Our access value is much higher than that in the final report, but their value is % of households rather than % of people. When I re-evaluated the numbers from that survey at % of households I got a value slightly below theirs (10.7% compared to 11.7%), which I'm assuming has to do with how we rounded odd-numbered households.
