Pinvoke error when running in Docker

Got a PInvoke error when running on Docker.

Installing GDAL in the image (RUN apt-get update && apt-get install -y gdal-bin ) did not resolve this.

To reproduce:

$ docker build -t gdalnetcore .

$ docker run -it gdalnetcore

fixed by:

• using an updated version of Gdal.Core.LinuxRuntime (2.3.0-beta-024-1840) from MyGet
• setting GDAL_PATH environment variable in Docker image
• installing gdal-bin and libproj-dev in Docker image
