Adding wh ruche factor to parameterization #825

This PR adds wh_ruche_factor to the parameterization rom / package. This is set to 2 (current hardcode behavior) for all configurations except for pod_X1Y1_mesh_X2Y2_hbm_one_pseudo_channel which is the tiny config that we use to emulate on small FPGAs
