Created reading in ng.properties for format parameters for Date types (DATE_FORMAT) and value of Time Zone (TIME_ZONE) for initJsonSerialiser.

Ex: ng.properties DATE_PATTERN = yyyy-MM-dd'T'HH:mm:ss.SSS'Z' TIME_ZONE = GMT
