Engagement/Design: What is the role of the approver in these stages #154

In first draft, the roles of assurer and approver were copy pasted in Engagement and Design stages.

In https://github.com/best-practice-and-impact/aqua_book_revision/pull/153, I suggest changes to Assurer role. However, we still need to clarify the role of the approver in the two stages.

Add:

For smaller projects, the approver may not be heavily involved in this stage. However for more business critical projects the approver may want to confirm that appropriate organisational governance procedures have been followed during the design phase.
