Analytical lifecycle: Rework section Delivery, Comm & sign-off to one subsection to align to Delivery chapter #217

Currently reads:

"After analysis results have been determined to meet the requirements in the delivery phase, they are formally approved for dissemination during the sign-off phase, which includes confirmation that the commission was met, documentation and evidence was captured, and appropriate assurance was conducted. This approval may be phased as work progresses and insights are produced.

The analytical Assurer should review evidence during and after an analytical project, to confirm the following have been completed over the life cycle of the analysis:"

  1. I am confused about the difference between "dissemination" and "communication"
  2. Are the things listed for Assurer, part of this phase? Should this be the Approver
