Clarify what user feedback is expected #131

Checklists currently expect "users to participate in peer review". This implies that users should be reviewing Pull Requests for example.

So we should be clearer in stating that users should be providing feedback as part of the development sprint cycle (Agile review sessions or similar), which is reflected in the backlog.
