reframe config chapter as guidance #147

When looking at #122 I discovered that the chapter is written as a tutorial and needs to be reframed to guidance.

122 - De-emphasise this section as better practice is to use dedicated config files - now closed as this issue is an extension of it and I don't want to be tracking the same thing in two places!
