Add project config for twigpack purposes #5

added configs
added twig twigpack references in main template (index.twig)
added project config that contains the twigpack plugin
let me know if I need any other elements for the plugin, thanks.

I just merged master updates into here now

@gramirez22 I ideally don't want to use project config to handle this. The better options is going to be using a seed db, which we will do eventually; but until then I'd rather we just manually enable Twigpack when we spin up new projects.
