Run E2E tests against localhost instead of Vercel Preview URL

Goal

• Instead of waiting for the deploy on Vercel to run the E2E tests, run the test in local after building the application, to make the check faster
• Only run E2E tests when PR are merged (to be revisted when migrating to Turbo monorepo maybe)
