Would it be a Product, Component or DLL that is responsible/linked to this issue ?

During hardware update the Simatic Manager may close itself automatically. Thus SIMATIC IEPG Help Service could be shut down also.

Check after update in My Computer (right mouse button) -> Context Menu -> Manage -> Services and Applications -> Services .

Normally the service should be registered there and start! If not (the service even is missing), corresponding exe file which execute the same is S7OIEHSX.exe under Programs-> Files->....Double click and that's it. Check again the service if it is there already started. Check TCP/IP connection then

Try to Install 14_BCE__V3.3.1 from PCS7_V52SP3_CD2
