Landing Page for PNM's #35

Create a page that doesn't require a sign-in that PNM's can go to in order to find contact information, rush calendars, etc.

Considerations

Could probably change the home page to this
Should make sure that non-brothers cannot access brother only parts of the website even if they login with their case ID
