Sub-task of #35

Create a Google Photos Album and use this tool to create the HTML for it
Write some script that scrapes google photos for all the images in the album and then updates the links on website
- There should be an Update button on the PR Chair page
- Could add an admin PR chair view that has the button next to the image album viewer

Note that in order to close this issue, the error where the image serve feature gives a 404 whenever a path without the / at the end of the URL must be fixed
