This would involve a dropdown with every committee (including EC and Tri-C) and would take the place of the committee-chair dropdowns. For base user, the committee pages would look like the committee pages for committee chairs, just without the editing functions. The chair would have the same view as it currently does, but also a button to access the general attendance list for the committee.
EC would have a place to submit read-only reports. As a position, you could view all of your submitted read-only reports
Secretary would have a panel that would only pop up for them to manage read-only reports.
