This is possible in theory because people have already got Minecraft to run in a browser without plugins.

isn't a Chromebook a linux machine? I'm pretty sure you can install java and execute it in bash after doing chmod +x

Looks like it has... kind of makes sense since it was offline.
I have seen people run Minecraft with BC on their chromebooks before. Pretty sure there's at least 1 video of that on youtube. Chromebooks aren't our main priority and we don't even have a single one at our disposal, support for that platform isn't really possible in the forseeable future
Yes. I didn't like to say before (since it's not for me to decide), but imo this shouldn't really be an issue on this repo since it's talking about creating a HTML "launcher" which is a very different thing.
