[BUG] Mods List Often Doesn't Load

Describe the bug Usually when I click on the mods repository button, it pops up a window which is intended to show the list of mods. This sometimes works, but a lot of the time the whole list is blank.

To Reproduce Steps to reproduce the behavior:

1. With an instance selected, click "Edit Instance"
2. Click "Mods Repository"
3. Sometimes the list loads, but other times nothing shows up

Expected behavior The mods list always shows the list of mods to use, and allows me to select and apply them.

• OS+version: Windows 11 version 23H2 (0S Build 22631.4317)
• Launcher version: 1.09_17
• Desktop environment: Windows
• Processor architecture: x64

Additional context Don't mind that it looks like Windows XP, it's just a Windowblinds theme, and I am actually on Windows 11. Though, the bug occurs with Windowblinds disabled as well.
