Port kitsune tagging system to be unified with nav

> nav tag
# shows tagged folders selection
> nav tag .
# open emoji/kanji/etc selection to choose for the current folder tag
> nav tag . 家
# tag foder '.' with "家"

Tagged symbols should be integrable with kitsune short prompt
