This PR is linked to #46.
I added the logic of the new rules described here to identify the new applicants in the identifier page.
On top of that this PR introduce a major change in the way to interact with the flux:
I put the logic of the applications and applicants inside models (Applicant and Application)
I renamed and refactored the models linked tot the flux (FluxBeneficiaire and FluxInstruction) to take into account this changes
This should allow us to have more flexibility to change rules as they are still being discussed.
Note: In the "beneficiaires" analyser page, the number of TOPPERSDRODEVORSA values were linked to applications instead of applicants. This PR fixes that.
