What doesn't make sense to you with the horizontal line? This looks right to me.

I just do not know the meaning of "1SE above the minimum of the curve"

any of the cross-validated values between the minimum cross validation and 1 SE above that minimum are considered "similar", and the recommendation is to use the simplest model (fewest splits).
