Scratch and Betty should talk about what a "volunteer" is in volunteer counting #1219

If a person is assigned to a volunteer slot and NOT a staff lead... does that make them a volunteer? If a person IS a volunteer but is assigned to something besides a volunteer slot... are they still a volunteer?
