Implement an odd-even car system for sometime.

Note: This implmentation has been already done and this pull request (PR) is a sample PR to show how we can use github issues and PRs to solve real issues.

This rule is as follows:

• At a given day only odd or even numbered cars will be able to run on roads.
• This is applicable to private vehicles only.
• Odd and even days would be fixed as per day of the week.
• Schedule will be as follows:
  • Odd days: Monday, Wednesday, Friday
  • Even days: Tuesday, Thursday, Saturday
  • Free days: Sunday (rule won't apply)
• Ladies driving alone or with kids in the car will be exempted from the rule.

• Schedule will be based on the date. If date is odd, odd cars can run and vice versa.

Suggestion:

The defining of days for odd and even is a little difficult to remember. What can be done is we decide odd/even based on the date.

Eg. If date is 03 Jan 2016, it will be odd day (3 is odd) and so on.

This will prevent remembering the days when its odd or even.
