Create and Balance Loadouts for Navy, Xenos and Civilian NPCs

We need complete loadouts for the DSE, Xenos and Navy ships that will be floating around the Colorado system. This includes the following:

• Rookie, Pilot, Veteran, Elite and Ace

• For LF, HF and VHF, Rhino and Independence

• For the Lazrius-Class Frigate, Transport, Armoured Transport, Lifter and Repair Ship

• [ ] Navy Ships Implemented

• [ ] Navy Ships Balanced

• [ ] Civilian Ships Implemented

• [ ] Civilian Ships Balanced

• [x] Lazrius-Class Frigate Implemented

• [ ] Lazrius-Class Frigate Balanced

• [ ] Transport Balanced

I've done a pass on these, but they'll need adjustment after testing. There may also be a few missing loadouts, will do another pass at some point in the next few days, but at this stage we just need things to have loadouts so we can test spawning w/ encounters, as NPCs without weapons have inconsistent spawning behaviour.

I'm working on this longer-term, this is mostly done but there's some loadouts still needing attention like the Laz frigate, Ageira NPCs, so on.
