Return the Xenos WPlats to the system #115

We lost the dynamic spawn trapdoor platforms and the Ouray defense platforms during the technical transition. I mean to return both these things with new and better balancing before 0.1 is done.

@IrateRedKite can we make certain NPCs show up less on scanners? Would like to make the Trapdoors stealthy and have you not realise they're present until you're too close to avoid them.

I actually left these out deliberately in the hope we'd have a better model (rather than the blobby asteroid) by now. I can put them back in as a placeholder if you're keen to get them in, but need to build the cmp for them, as they had unique hardpoints.

The scanners thing is not possible, and unfortunately falls into the 'maybe in the far future with client hooks' bucket.
