[Fix] Configuration option to enable `agreement for risk checks` in SEPA and Invoice processors (both b2c and b2b) #40

Description

As a merchant, I want to have an option to either have my risk check terms and conditions in either:

Terms and Conditions page
Or part of an agreement checkbox similar to mandate checkbox

Requirements

To do that, we require:

Ability to turn the requireCustomersToAgreeToRiskCheckProcessing off and on

Help text should include:

If you turn this flag on, we will require customer to agree to the risk check processing in the checkout page. Without agreement, payments will not go through. You can turn this field off, in case you provide the agreement as part of your terms and conditions agreement.
