Don't show "Safety Information" modal dialogue if there is no "Safety Information" content to display #139

When a Buoy user activates an alert, they are redirected to the incident chat room and shown a modal dialogue box containing the text of the "Safety Information" Buoy Settings option. If that admin-supplied setting is blank (i.e., left empty), then we should not actually show the modal, because in that case we are just showing the user a blank, modal dialog, which is not useful.
