create a new Topic - button for this #71

A Topic = an Activity but without date or place-location. Currently in JekyllRB, a "post" needs a date to be written into its file name. Cf: " The post file name must be in this format: YYYY-MM-DD-title.md " (Why?) Can a new filename type be used: a Topic-Subject-ProtoActivity. i.e. without Date without Place. Maybe make it a new tab next to "create activity" So everyone sees they may publish a theme (topic) OR create an activity.

Moved to wikiFindo - this comes later in the dev cycle

@David-Ro it is not true that you need the date for the activity file name. It works without, try see what breaks.

Clunky, even without a date in its filename. So, what can we make, to let viewers get access to subject/theme/topic @pcuci

Can use tags and categories #8, neither are straightforward to implement. We can begin with a location-based filtering of events

Let's rebuild the "create new activity" page so that it shows how to suggest a topic, and then how to add date time place. This'll do, for this point in time @pcuci
