Migration strategy to for checkers #219

I'm thinking we could:

  1. Migrate the data first into a new db for the schema proposed in #223

  2. Make small tweaks to the WhatsApp checker handlers to make use of the new db

  3. Have a trial period where checkers can use both WhatsApp and Telegram
