Resolves #219 Resolves #239

Summary

Changed whatsApp handlers to support new schema
Added handling for updates to vote requests that are still linked to legacy schema via factCheckerDocRef
Added new API to support agents
Added new logic in onInstanceCreate to create message in agent queue for all agent checkers
Added new logic in onVoteRequestUpdate to reply only when it's a human checker

Other Notes

Script to generate new checkers collection from existing factChecker collection will be developed separately and has already been run in UAT environment.

Updated dockerfile to fix firebase-tools version as I noticed a bug in the latest version 13.3.1 that breaks some of the postman tests
