Originally, I set a higher threshold (75% of votes cast) for messages to be deemed sus (supercategory of scam+illicit).
Reason was that we wanted to reply fast, after 20% of checkers had voted.
But because of this, even after 50% of checkers have voted, if 50% < scam+illicit < 75%, its considered unsure.
This shouldn't be. 75% should only apply at the 20% check.
