Bad capabilities in INVITE contact header for IP Video Call

What steps will reproduce the problem?
1. Provision a user with the following capabilities : Image sharing, Video 
sharing, File transfer, File transfer HTTP, IM session, IP Voice call, IP Video 
call, Geolocation push
2. Start an IP Video Call with RI : IP call/Initiate IP call/initiate 
audio+video ipcall

What is the expected output? What do you see instead?
The INVITE message sent should contain IP Video Call capabilities in Contact 
header : 
+g.gsma.rcs.ipcall;+g.3gpp.icsi-ref="urn%3Aurn-7%3A3gppservice.ims.icsi.mmtel";v
ideo

These tags are not present in the INVITE message (see attached logs taken from 
the device). There is only one tag "+video" and this tag should not contain '+' 
character.

What version of the product are you using? On what operating system?
RI - release 2.5.6 on Android 2.2
