parsing error in validity date of a FToHTTP #163

The FT Upload-Server uses the following validity format when sending the file 
info xml back to the upload client:
2013-10-08T15:14:32+0200
According to ISO8601 the following formats for offset are accepted: 
±[hh]:[mm], ±[hh][mm], or ±[hh]
It seems the Stack only accepts the ±[hh]:[mm] format.
