Upgrade to Video of an IP Voice call is accepted even if Video Capability is disabled #227

What steps will reproduce the problem?
1.set the video capability of User B to false (unselect "IP video call" 
checkbox in Provisionning screen)
2. User A launch a Voice Call - User B accet the Invitation
3. User A add Video to the call - User B accept the Invitation

What is the expected output? 

ReInvite request(upgrade to Video) sent by user A  should be answered by User B 
stack with a code 603 -  upgrade to video Invitation should not be presented to 
User B - no video media session should be established

What do you see instead?

Upgrade to video Invitation is presented to user B - if B accept video media 
session is established
