fetch gratipay patrons #3

so until https://github.com/gratipay/gratipay.com/issues/236 lands, the solution will be to ask the users for their gratipay user id and api token

for me the URL to grab it is from: https://gratipay.com/~balupton/settings/

then we can hit https://github.com/gratipay/gratipay.com#api /~username/payment-instructions.json
