Ongoing: inline todos #208

There's a few inline todos that can be surfaced via dorothy todos, these are a great place to start for new contributors.

Essentials:

[x] help for every commands/
[ ] tests for every commands/

Optional:

[ ] help for every commands.beta/
[ ] tests for every commands/

Note that there isn't yet a convention for help or tests for setup-util-* commands. When there is one, it will likely be by a call to setup-util.
