Add remaining pages in How can you Help for the Contributing Guide #1595

Part of #1146. All content is taken from https://hackmd.io/qWCaVBIuR6aF692yZNPvTA (thanks to everyone who pitched in there!): I've only done a light editing pass.

I've decided to do the remaining work in two chunks: I found that the small PRs previously had too much overhead and work was stalling out. If you find this too hard to review, please complain though and I'll split it out.

I've also fixed a couple of lints in the rest of the CONTRIBUTING book; my IDE was complaining and these shouldn't be controversial.
