Remove the last 30 minutes "crossover" from outages #421

Based on my experience (in CoCT) the power generally comes back on closer to :00 than :30.

Based on CoCT official info, the last 30 minutes is actually a window period because they first have to switch the next area off before they switch yours on... but it normally doesn't take 30 minutes to do so.

The problem is it is messy to have this extra time blocked out in my calendar. By now we all know that loadshedding is either 2 or 4 hours, and when people say it's off until 4pm we know that the power will come back on a few minutes after 4pm so could we please just remove the :30 from the end times?

I'm not sure if this is the case in all areas in SA, but it is at least true in CoCT.
