We already ability to change settings per unit by players. Ask people who host Raptors Nutty modded instances (servers).
is not the same think of this like dota2 playmodes (turbo) + arcade mode (dota 1x6)

simply having variety on that front is good to get new ideas tested and prevent boredom, in dota2 there is 1x6 where heroes get plenty of buffs to their base skills, in dota2 turbo everything is faster so the games are shorter
while mods can work i am somewhat against the word because is not 100% precise, it can include skins, new units etc, balance plugins or even balance mods would focus on changing the official "attributes" of the official game, for example i can make a balance plugin where all units have 20% more dmg but 50% less hp and all building cost 123% more
in social media this monopoly also shows on Twitter u cant subscribe to anyone algorithm to create your timeline, you get the algorithm twitter made you like it or not
This sounds like a suggestion not an issue. Mod support is on the roadmap, the exact implementation will be tackled then in the future.
I don't see the fragmentation of the community around balance packs as a net good. Imo until proper mod support, tweakunits is sufficient.
