Make Replay Controls always visible, even when player perspective is selected. #2553

Description

Currently, you can only control replay speed if you're not spectating a certain player.

Why?

Make this always visible, as swapping back and forth is not great.

What area of the game does this feature request pertain?

this will be nice indeed... but not going to implement it for current GUI
