Flip screen/map only rotates ~160° #3767

Description

In game ctrl-o used to flip the map 180° however recently it doesn't flip completely.

Expected Behaviour

Map is rotated 180°

Actual Behaviour

Map is rotated less than 180°, more like 160°

Reproduction steps

Join a game, press ctrl-o

Other

Another spec confirmed the same issue.

Looks like the widget doesnt work if the rotation is near the edge of the cardinal lock threshold.
