Stockpile buildings keep building even when told to wait #379

If you have a stockpile building (e.g. Juno), wait won't cause it to pause production.

Wait causes a factory to pause construction, stockpile buildings are similar in nature so it'd make sense they can pause too. Especially something like a nuke silo with their energy consumption.

Marking as good first issue. The ability to pause stockpile buildings would be nice to have. Wait command is currently not allowed for nuke silos.
